What is Alliance?
 
·         Sub. S.B. 5, passed by the 126th General Assembly effective March 23, 2007.
 
·         The Alliance is certified by the Superintendent of Insurance and a report must be filed annually by the alliance.
 
·         A small employer health care alliance generally is a chamber of commerce, trade association, or professional organization and must meet certain requirements, such as having members that include or are       exclusively small employers and being a nonprofit corporation or association.
 
·         Rate increases are controlled by the Alliance and can no exceed the midpoint rate for a class of business by more than 15%.
 
·         Employees working 25 hours per week are eligible to participate in the coverage.
 
·         Increases from a 150 to 500 the number of employees an employer may employ and still be considered a small employer under the Small Employer Health Care Alliance Law.
 
·         Permits an insurer to establish one or more separate classes of business in the Small Employer Health Care Alliance Law and designates special rating and actuarial certification requirements for those classes.
 
·         Increases the number of small employer health care alliance programs to which a 1% or 1.4% tax exemption is available.
 
·         Creates a system to regulate discount medical plan organizations.
 
·         Places a limit on the insured liability for co-payments and deductibles under a health benefit plan.
 
·         All premiums collected from an insured are exempt from any taxes to the insurer and that tax savings is passed on to the alliance as a premium reduction.
 
  
How Does the Alliance Work?
 
  • The alliance works the same way as our current endorsed plan, however the rates are greater then the insurers’ standard plans.
 
  • The alliance is only available through the approved distributor and marketer, R. Kashmiry and Associates, Inc.
 
 
What are the Benefits?
 
 
  • The Alliance will have 26 PPO plan designs, 18 Health Savings Account (HSA) plans, 25 Health Reimbursement Account (HRA) plans, 8 Health Incentive Account (HIA) plans, 4 “New” Surgical plans that can save a member up to 70% in premium reduction and all Ancillary plans such as, Dental, Vision, Life Insurance, Short/Long Term Disability Plans.
