I. Overview

The Home Builders Association of Dayton and the Miami Valley (hereinafter known as HBA) seeks to develop a member-led strategic planning process to achieve the following objectives:

  • Redefine the vision of the organization’s future
  • Craft a new and appropriate mission
  • Establish goals and objectives consistent with its vision and mission
  • Develop an evaluative framework that will enable HBA to monitor and manage implementation of the strategic plan

HBA was founded in 1942 and works with local governments at the county, municipal, and township level to advance the interests of the homebuilding industry, monitor regulations, and create a builder-friendly environment in the Miami Valley. The Association is well-known for its annual award-winning home shows under the brand name HOMEARAMA.

HBA represents nearly 900 member firms with 150 firms engaged in residential construction and approximately 750 firms providing products, services, materials, or skilled craftsmanship to the construction industry. HBA members employ an excess of 30,000 men and women across the Miami Valley.

Between April 18 and April 20, 2006, the HBA sponsored a series of structured group interviews asking key stakeholders to evaluate the HBA’s past performance and identify future needs. Figure 1 and Figure 2 which follow indicate the group interview schedule and participation levels in these group interviews facilitated by Strategic Leadership Associates on behalf of the HBA.

During the interviews, stakeholders were given the opportunity to respond to the questions which appear as Appendix A of this report. In addition, stakeholders were also given the opportunity to add their individual comments in writing, confidentially and anonymously.

A Key Stakeholder Group Interview Report was issued by Strategic Leadership Associates on May 5, 2006 summarizing the findings of the HBA key stakeholder focus groups. In addition, a separate Industry and Association Profile was prepared on May 8, 2006 documenting trends and market factors relevant to the HBA Strategic Plan. This profile includes the following:

  • National Annual New Home Sales
  • Ohio Permit Data
  • Single Family Permits by Major Jurisdiction (1995-2005)
  • Permit Values for Selected Production Builders (2001 compared to 2005)
  • Assessment of HBA Non-Dues Revenue Programs
  • HBA General Meeting Attendance (2001-2005)
  • HBA Program Attendance (1998-2005)
  • HBA Salary and Benefit Data (2001-2006)
  • Assessment of Staff Allocation Time per HBA Priority

On June 8, June 15, June 28, July 24, August 9, August 10, and August 15, 2006, the HBA Strategic Planning Team met to develop the long-range strategic plan for HBA. Additional planning sessions were conducted in September and October 2006 to review the structure and develop a program forecast.

A series of consultations with members and other key stakeholders were conducted between October 23 and December 5, 2006 to evaluate the proposed direction of HBA. Their recommended changes have been incorporated into the final draft after review with the Strategic Planning Committee and Board of Directors on January 10, 2007.

The final phase of the plan included member council development of strategic action plans to be approved by the Board of Directors to conclude the strategic planning process. The following strategic plan represents the strategic direction proposed for HBA.
